History

Founded in 1990 and based in Winter Springs, Florida, Retirement Planning Associates (RPA) is a statewide retirement planning firm with offices throughout Florida. For decades, RPA has specialized in retirement planning with a focus on issues unique to educators and public school employees. 

 RPA partners Joe Avallone, the late Michael Borgailo, and David Payne bring more than 75 years of combined retirement planning experience to their practice. Michael’s longstanding commitment to serving clients and supporting colleagues continues to shape the firm’s approach today. In 2007, RPA affiliated with PlanMember Securities to enhance their ability to provide comprehensive retirement education, strong customer service, and a broad range of retirement products. In 2009, RPA joined the U.S. Retirement Partners family of independent firms, which rebranded as Daybright Financial in March 2025. 

Today, RPA is part of Daybright Financial’s Individual Financial Solutions segment, expanding access to additional resources while maintaining the personalized service clients have long valued. 

 With these resources, RPA services the U.S. BENCOR/MidAmerica Special Pay and FICA Alternative Plans for Florida state employers and employees. We are specialists in the Florida Retirement System (FRS), the Deferred Retirement Option Program (DROP), and all retirement plans available to Florida state employees.
